improved cache for PayPal JSSDK URL

Merged Marco Bruchmann requested to merge feature_paypalcache into develop

Needs testing, especially in older shop versions.

Uses CacheFactory if available (i. e. in GX4 v4.5+) or a simple JSON file otherwise.
